It has come to our attention that there is an active request to change the zoning of an area between the Roadrunner Restaurant & Saloon and New River Elementary School from residential (RU-43) to industrial (IND-3 IUPD). We strongly oppose this change, and ask you to also oppose this with us. We are against setting a precedent for industrial land use in our community, rather than existing themes of residential and light commercial.

The above referenced change from R43 to IND-3 with an IUPD overlay conflicts with the DAISY MOUNTAIN/ NEW RIVER AREA PLAN (November 20, 2019 Update) in many respects.

The applicant’s intent has been stated on social media as a new location for a growing water delivery business, but that is not what is specifically mentioned in the request. The request lists several uses including an approximate 6,000 SF commercial/office building for up to four tenants; an outdoor dining area if a restaurant becomes a future tenant. an approximate 12,000 SF incubator space for light manufacturing uses, an approximate 12,000 SF flex office/warehouse building, container storage units and 15 RV parking spaces. Additionally, it is stated that proposed improvements on the site include: new asphalt or concrete paved parking lot and a new 6’ rustic steel fence along the perimeter of the Site, except the east frontage along N. Black Canyon Highway frontage road. Several potential uses on the Site include: RV storage, container storage, Flex-office for partial offices with indoor warehousing and workshop opportunities, commercial/office tenant suites, water hauling and dust control services, potential septic tank drainage and treatment service, incubator space for start-up companies and/or New River property owner cited with zoning violation, potential DPS storage yard for abandoned and impounded vehicles along I-17, semi-truck parking, and other related uses.

Almost none of these intended uses correspond to the spirit and goals of the Area Plan.

Instead, it is an industrial park designed as a catch-all for what could become a large industrial operation in a currently residential area.

Several of the items mentioned cause special concern, semi-truck parking has been specifically denied in that area; sewage disposal facility is elaborate and takes a great deal of specialized maintenance; warehousing of industrial equipment can be unsightly and dangerous without proper security. Facilities for start-up companies is too broad a classification to have any meaning.

And notably, this facility has been proposed within the existing I17 Scenic corridor AND the new New River Rd Scenic Corridor established by the Area Plan (Nov 2019). These designations were suggested and implemented by a combination of resident and county input and research.

Additionally, the request claims that the area is within a commercial area described in the Area Plan, and this is not true. That area has been zoned R43 for many, many years. There are only three parcels zoned C-3; two are used by a highly needed and regarded Veterinary Hospital and the other by the Road Runner Restaurant and Saloon. It is not an area targeted as future commercial usage.

We urge denial of this inappropriate request.
